YPSILANTI TOWNSHIP — The University of Michigan is moving toward building a $1.25 billion high-performance computing and artificial intelligence research complex in Ypsilanti Township, putting Washtenaw County at the center of another massive computing investment — but raising questions about jobs, taxes, electricity, water and local control.

U-M and Los Alamos National Laboratory are developing the research computing center to handle scientific work requiring computing power far beyond conventional systems. Research is expected to include artificial intelligence, medicine, materials science, clean energy, engineering and national security.

The project would include a 240,000-square-foot federal research facility supporting national research and security work, including classified research, and an approximately 50,000-square-foot academic research facility for U-M faculty, students and partners.

U-M says the project is fundamentally different from the giant commercial data centers being proposed elsewhere in Michigan.

But for Ypsilanti Township residents, one of the biggest questions may be much simpler:

What does the community get in return for hosting a $1.25 billion computing complex?

How Many Permanent Jobs Will It Actually Create?

One of the biggest unanswered questions surrounding the project is how many new permanent jobs a $1.25 billion computing complex will actually create in Ypsilanti Township.

U-M has said the project is expected to generate about 300 union construction jobs, more than 200 high-paying research positions and another 30 to 50 technical support positions.

But those numbers don’t necessarily answer the most important economic-development question: How many of those positions would be newly created jobs located at the Ypsilanti Township facility?

MITechNews contacted University of Michigan public information officials and asked the university to clarify the permanent head count, including how many positions would be new jobs, how many would be U-M employees and how many would be associated with Los Alamos National Laboratory.

U-M did not respond to those requests.

The distinction matters because construction employment is temporary, while permanent jobs determine much of the long-term economic benefit a project brings to its host community.

For a development carrying an estimated $1.25 billion price tag — including $100 million from the state of Michigan — the number of new permanent jobs becomes an important measure of the public’s return on that investment.

And because the U-M project does not necessarily generate the property-tax revenue that a comparable privately owned development would produce, the permanent-job count becomes even more significant for Ypsilanti Township.

Not Your Typical Data Center

Calling the project simply a “data center” can also be misleading.

Commercial hyperscale data centers primarily provide computing capacity for cloud services, artificial intelligence applications, streaming, e-commerce and other digital services.

The U-M-Los Alamos complex would instead be a specialized scientific computing facility.

U-M says the center would begin with approximately 50 megawatts of electricity demand and eventually could reach 100 megawatts.

That’s substantial, but far below the electricity requirements being discussed for some of Michigan’s proposed commercial hyperscale data centers.

A dedicated DTE Energy substation would be constructed to serve the research complex, with U-M saying the university would pay for the infrastructure.

AI, Medicine — And National Security

The project also differs from Michigan’s commercial data centers because of its partnership with Los Alamos National Laboratory.

Los Alamos is one of the nation’s premier scientific research laboratories and plays a central role in America’s nuclear weapons research and national-security programs.

The proposed Ypsilanti Township facility would perform advanced computational research that U-M says could encompass medicine, energy, climate science, engineering and national security.

U-M says the center would not provide real-time operational military support during a conflict or national emergency. Its role would instead involve long-term scientific research and computational modeling.

The Los Alamos component, however, would include classified research.

That has contributed to opposition from Ypsilanti Township officials, who have raised concerns about the project’s national-security mission and whether hosting a facility connected with nuclear-weapons research could create additional risks for the community.

No nuclear weapons or nuclear materials are proposed to be stored at the facility.

Ypsilanti Township Has Fought The Project

Ypsilanti Township’s Board of Trustees has formally opposed placing the computing complex near Bridge and Textile roads.

Township officials previously urged U-M and Los Alamos to instead locate the facility on the former General Motors Hydramatic property associated with the American Center for Mobility near Willow Run.

The township’s opposition goes beyond national-security concerns.

Officials have questioned the environmental impact, water consumption, electrical infrastructure, tax implications and community benefits associated with the project.

The Board of Trustees unanimously approved a resolution in 2025 opposing construction of the two high-performance computing and AI research centers at the Bridge and Textile roads location.

The fight also raises an unusual question about local control.

Because U-M is a constitutionally autonomous public university, township officials contend they have far less authority over the development than they would over a conventional private data-center project.

That puts Ypsilanti Township in a very different position from communities negotiating directly with private data-center developers over zoning, infrastructure and tax incentives.

Who Pays — And Who Collects The Taxes?

The project’s financing is also unusual.

According to U-M, the $1.25 billion investment includes:

  • $300 million directly from Los Alamos National Laboratory.
  • $220 million directly from U-M.
  • $630 million in financing facilitated by U-M.
  • $100 million from the state of Michigan through the Strategic Site Readiness Program.

Because U-M is a public university, however, the project doesn’t necessarily create the kind of property-tax windfall normally associated with a $1 billion-plus private development.

That makes the permanent-job count and other community benefits even more important.

If public money is helping finance the development while the property itself produces limited local tax revenue, residents are likely to ask what measurable economic benefits Ypsilanti Township receives.

Water And Electricity Join The Debate

As with other Michigan data-center proposals, electricity and water have become part of the controversy.

Even at an eventual 100 megawatts, the U-M facility would represent a significant new electricity load.

But it would still be dramatically smaller than some of the commercial hyperscale projects being proposed in Michigan.

Water is another concern.

Ypsilanti Township officials have raised questions about the amount of water the computing complex would require and the potential effect of additional development on regional water infrastructure.

Those concerns are becoming increasingly important as communities across Michigan confront proposals for computing facilities that can consume enormous amounts of electricity and, depending on their cooling technology, substantial amounts of water.

The issue is no longer simply whether Michigan wants data centers.

It’s increasingly about what kind of data centers Michigan wants, where they should be built and what communities should receive in return.

Another Massive Computing Project In Washtenaw County

The U-M-Los Alamos development is particularly significant because it would join another enormous computing project proposed only a relatively short distance away in Washtenaw County.

Saline Township is preparing for a hyperscale commercial data-center development that could ultimately require roughly 1,000 megawatts of electricity — approximately 10 times the maximum power demand U-M projects for the Ypsilanti Township research center.

Taken together, the projects suggest something larger is happening.

Washtenaw County could be emerging as one of Michigan’s most important centers for artificial intelligence, advanced computing and data infrastructure.

The region already contains the University of Michigan’s massive research operation and engineering talent base. Adding high-performance computing infrastructure could make Southeast Michigan more competitive for AI research, defense technology, advanced manufacturing and other industries requiring enormous computing capacity.

But the projects are also demonstrating the other side of Michigan’s data-center boom.

Communities increasingly are asking who pays for new electrical infrastructure, where the electricity will come from, how much water the facilities will consume, how many permanent jobs they actually create and whether local governments have enough authority to protect residents.

Two Very Different Data Center Models

The Ypsilanti Township project also shows why Michigan’s data-center debate can no longer be reduced simply to whether communities should welcome or reject giant technology investments.

The Saline project represents one model: enormous private investment, potentially massive electricity consumption and negotiations over taxes and infrastructure.

The U-M-Los Alamos project represents another: public and federal investment, advanced scientific research, AI and national-security computing — but potentially fewer direct local tax benefits and an unusually limited role for township government.

Both could make Michigan more important in the rapidly expanding computing economy.

Both also force communities to answer the same fundamental question:

How much economic benefit should Michigan residents receive in exchange for hosting the infrastructure powering the next generation of artificial intelligence and advanced computing?

For Ypsilanti Township, one of the biggest unanswered questions remains remarkably basic:

How many new permanent jobs will this $1.25 billion investment actually create?
