LANSING — Michigan regulators on Thursday launched a statewide investigation into how the state’s three largest electric utilities responded to the powerful July 3 storms that left hundreds of thousands of customers across the Lower Peninsula without electricity during one of the hottest weekends of the summer.

The Michigan Public Service Commission (MPSC) ordered DTE Electric, Consumers Energy and Indiana Michigan Power (I&M) to explain why some customers waited days for power to be restored, why outage estimates repeatedly changed, and what improvements are needed before the next major storm.

The Commission’s action follows widespread customer frustration after severe thunderstorms packing wind gusts of 60 to 70 mph toppled trees and power lines across much of Michigan. More than 1,500 customers filed complaints with the MPSC, many citing lengthy outages, inaccurate restoration estimates and poor communication during dangerous heat and humidity over the Fourth of July holiday.

“Michigan utility customers deserve reliable service, prompt restoration after storm events, and accurate information on how long outages will last when they do happen,” MPSC Chair Dan Scripps said. “We share in the frustrations about the outages and the utilities’ response to them. Getting the power back on quickly is especially critical when customers are facing extreme weather events, which are becoming increasingly common.”

Storms Tested Utilities Across Michigan

Updated outage figures released by the MPSC show the storms affected customers served by all three major regulated electric utilities:

  • DTE Electric: 492,000 customer outages, revised upward from an earlier reported total of 387,000.
  • Consumers Energy: 276,000 customer outages.
  • Indiana Michigan Power: 35,000 customer outages.

While DTE experienced the largest number of outages, the Commission’s investigation will examine the performance of all three utilities, including how they deployed restoration crews, communicated with customers, managed repairs and coordinated mutual-aid efforts during one of the busiest holiday weekends of the year.

By Aug. 27, the three utilities must file comprehensive reports detailing:

  • How restoration and safety crews were deployed.
  • Whether holiday staffing affected response times.
  • Challenges securing mutual-aid crews from other utilities.
  • Why restoration estimates proved inaccurate for many customers.
  • How utilities communicated with customers during the outages.
  • Lessons learned and planned operational improvements.

The Commission said the investigation will help determine whether utility responses met customer expectations and whether additional regulatory action is warranted.

MPSC Also Strengthens Extreme Weather Customer Protections

In a separate action Thursday, the Commission approved stronger statewide protections designed to prevent electric and natural gas shutoffs during dangerous weather conditions.

Under the new policy, utilities must suspend shutoffs when temperatures reach 90 degrees Fahrenheit or when the National Weather Service issues an extreme heat advisory. During winter, shutoffs must also be suspended when temperatures fall to 20 degrees or wind chills reach zero degrees.

The Commission also directed utilities to:

  • Pause shutoffs 24 hours before and after forecast extreme weather events.
  • Notify customers about available cooling centers, warming centers and other assistance programs.
  • Report when extreme-weather protections are activated so the information can be publicly posted.
  • Develop additional protections related to poor air quality.

Updated extreme-weather policies must be submitted to the MPSC by Oct. 15.

A Broader Challenge For Michigan’s Electric Grid

Thursday’s investigation focuses on the response to the July 3 storms, but it also highlights a larger issue facing Michigan’s electric system.

Over the past several years, the MPSC has approved billions of dollars in utility investments aimed at improving reliability through expanded tree trimming, replacement of aging equipment, installation of automated switching technology and other grid modernization projects.

The Commission acknowledged those investments have reduced outage frequency and improved restoration times in recent years. However, the July 3 storms—and the more than 1,500 complaints they generated—demonstrate that many Michigan residents and businesses continue to expect faster restoration and more accurate communication during major weather events.

For manufacturers, hospitals, retailers and other businesses, prolonged power outages can halt production, disrupt supply chains and force reliance on costly backup generators. For residents, losing electricity during periods of extreme heat or bitter winter cold can quickly become a health and safety issue.

The investigation also comes as Michigan prepares for growing electricity demand from advanced manufacturing, electric vehicles and artificial intelligence data centers, making a reliable electric grid increasingly important to the state’s economic future.

The Commission will review the utilities’ reports later this year before determining whether additional actions, reliability standards or operational changes are necessary.
