LANSING – One employee for the Department of State has resigned and another was fired Monday after they were charged in a scheme to provide fraudulent driver’s licenses. Another person was also charged by the U.S. attorney in Detroit.

Regjean Welch Harris, who worked at a branch office in Livonia, was terminated Monday after department officials questioned her and concluded there was reason to believe procedures had been violated, said department spokesperson Ken Silfven.

Kimberly Murray, who worked in a Detroit office, resigned August 17 after being interviewed by the FBI regarding the alleged scheme.

The two allegedly worked with Andre Donaldson to use false names to create the driver’s licenses for fees as high as $1,100.

Silfven said Secretary of State Terri Land is “deeply concerned” when charges arise such as this, saying, “Fake IDs are a big business and there are those who sadly just can’t resist that temptation.” He said Land has created a Bureau of Informational Security to combat internal fraud, but noted the department is fortunate that “99 percent of the employees are excellent public servants.”
